In a January 1, 2012 article in the Daily Journal, the publication reported on the oral arguments held at the California Supreme Court on the fate of the state's redevelopment agencies. The court was considering an appeal to legislation that would eliminate the agencies and create a mechanism for some of them to remain. The article quoted Stephen Ryan, a partner at Cox Castle & Nicholson who represents developers. Ryan suggested that "so-called infrastructure financing districts -- already created by statute -- could provide an alternative to redevelopment agencies."
