Overview

Amy Foo is an associate in the Firm’s Land Use and Natural Resources team.

Amy’s practice focuses on land use entitlement and litigation, and she especially enjoys working with government agencies and nonprofit organizations. Amy assists clients to obtain land use entitlements, conducts land use due diligence review, prepares environmental documents, and defends her client’s projects against legal challenges involving the California Environmental Quality Act (CEQA), State Planning and Zoning Law, and other state and federal laws. 

Prior to joining the Firm, Amy was a legal fellow at the Surfrider Foundation. She received her J.D. from UCLA School of Law, where she participated in the Frank G. Wells Environment Law Clinic, served as the managing editor for the Journal of Environmental Law and Policy, and was a co-community chair of the Environmental Law Society. During her time at UCLA School of Law, Amy also served as a legal intern for the Land Law Section of the Attorney General’s Office, Natural Resources Defense Council, Surfrider, and the Environmental Enforcement Section within the Environment and Natural Resources Division of the U.S. Department of Justice.  

Prior to attending law school, Amy received her B.A., in English, and her B.S., in Conservation and Resource Studies, from University of California, Berkeley.

Experience

Assisted a developer to secure entitlements for a large mixed-use project in Contra Costa County, including review of an Environmental Impact Report (EIR) under the California Environmental Quality Act (CEQA). Successfully defended the project approvals and EIR at trial court.

Assisted a Silicon Valley food bank to secure entitlements for a warehouse/distribution center in Santa Clara County to accommodate its expanding client base during the COVID pandemic.

Ongoing representation of a county in defending its general plan update against challenges by multiple opponents in several related cases.

Successfully defended an agricultural project located in Santa Clara County against a CEQA challenge at trial court and on appeal.
