Morgan L. Gallagher



Morgan has a diverse practice that focuses on transactional and litigation real estate matters, with an emphasis on land use, zoning and structuring complex projects, environmental review, entitlements, permitting, public approvals, and private/public partnerships.  Her client base includes a wide range of companies and industries ranging from developers, lenders, governmental, residential, mixed-use, office, industrial and retail entities.  

She has extensive experience in the California Environmental Quality Act (CEQA), including all compliance, entitlements, permitting and other related litigation matters that may arise.

Her long-standing relationships with industry professional and governmental agencies helps her successfully guide clients from the initial acquisition phase through to obtaining permits and managing construction matters.   She regularly advocates before city agencies and officials with land use jurisdiction issues.

Morgan is a frequent speaker on various land use, real estate, and environmental law matters.


Advised major homebuilder on entitlement strategy, process, and CEQA compliance

Successfully managed siting, environmental compliance, and permitting for a $500 million dollar hospital improvement project.

Assisted international shopping center developer with a number of land use entitlements and real estate transactions.

Assisted client in obtaining permits from the Army Corps of Engineers, California Department of Fish & Wildlife, and California Department of Transportation.

Counsel for successful entitlement of highly controversial retail center. Successfully drafted and negotiated complex Development Agreement for office center.

Assisted with entitlement of multi-million dollar renovation of mixed-use center.

Advised major grocery chain on entitlements for new and expanded stores.

Assisted in structuring and entitling a complex, controversial public-private partnership project.
